To prevent terrorist attacks on planes, railroads and travelers, the Transportation Security Administration should focus on intelligence to identify and counter threats and outsource investigations to private contractors, a lawmaker said today.

U.S. Rep. John Mica, R-Fla., described the agency as an unmanageable bureaucracy that barely functions.
