Army Officer Killed In Non Combat Incident In Afghanistan

FORT MEADE, Md. – The Talent Management Task Force said Thursday it has initiated changes to its promotion process, allowing qualified officers the opportunity to “opt in” for early promotion consideration.

“This new initiative is aligned with the People Strategy and implements a change in the way talent is managed through the promotion process,” said Brig. Gen. Thomas J. Edwards, director of the Officer Personnel Management Directorate with Human Resources Command.

With the upcoming fiscal year 2020 promotion selection board, officers who are eligible for early promotion must now submit a formal application using the Interactive Assignment Module, or AIM 2.0, by March 16, said Col. Mark Susnis, Task Force Team Leader. .

“In the past, the consideration of ‘below the zone’ was a very industrial process,” said Maj. Lucas Rand, assigned to the task force. “If you were in the year group before the main zone, no matter how strong your file was or whether you completed your main development tasks, you were automatically considered under zone consideration … whether you like it or not.”

Captains who qualified between 6 October 2015 and 8 July 2017 must now meet the qualification criteria before submitting their application. These requirements include:

– Core branch officers must complete their key development positions by March 16, 2020, according to department Leaflet 600-3.

– Functional area agents must have 24 or more months within their functional area. Captains also need 12 or more months of officer evaluation report in the same field by March 16, 2020.

“Historically, it has relied on a time-based promotion system to provide the ready force needed to serve the nation,” Edwards said. “By allowing officers to apply for early consideration or join a promotion board, we create an opportunity to recognize exceptionally talented individuals who demonstrate the potential for advanced degrees early in their careers.”

With the new intake program, it can align an officer’s knowledge, skills and behaviors to meet the mission requirements of the force at higher grades, Susnis added.

Not being selected for promotion during the acceptance process will not adversely affect a soldier’s career, Susnis said. All officers receive at least two considerations within and above the primary promotion zone before potential involuntary separation action is initiated.

Rand said qualified captains who want to complete a career-enhancing assignment or pursue an advanced educational or important developmental opportunity, at their best, can now request to temporarily defer their consideration for promotion for up to two years. .

For the FY 2020 Senior Promotion Selection Board, eligible captains in the “primary zone” of promotion consideration have until March 9 to submit their deferral request through the Interactive Assignment Module 2.0.

“An officer might want to opt out because they’re in a position to get an advanced degree,” Rand said. “What we don’t want to do is punish the officer for leaving their traditional career path.”

While a small percentage of captains will decide to opt for promotion this coming cycle, soldiers who want to take a year off to increase their competitive standing against their peers will not be given a discharge option if they have not previously been selected for promotion. said Susnis.

Changes to agency policies and procedures now give officers “more opportunities and more flexibility to expand and expand their careers,” Rand said.

The program focuses on soldiers who are “trying to accelerate their timeline because they feel like they’re ready,” Rand added. “Everyone is different. It’s about giving the officer some control to manage their career.” If you listen to their stories, you may hear, “I was drafted” or “I was a military officer.” Veterans are often faced with a quick “thank you for your service” because many people have no idea what these terms mean.

But what if you have no military experience? Understanding the role of military personnel can be a struggle to figure out for yourself.

Before we continue, we should note that there are three types of officers: commissioned officers, non-commissioned officers (NCO), and warrant officers (WO).

The joining process for enlisted members usually means speaking with a recruiter, taking a military entrance test, taking the oath of office, and attending some type of training such as basic training or technology training to prepare for service.

On the other hand, the process for commissioned officers involves obtaining a college degree either through the ROTC program or by attending
